los angeles the rebuilding of los angeles began after the collapse of the city in the year 2070, which was caused by the 'big one' that everyone thought was merely a matter of time. the earthquake was off the charts, and it practically leveled the city. the earthquake was said to be one of the worst natural disasters america had seen in some time, and they were left with no other choice but to rebuild. so, through funding from halcyon, they built up and made the city bigger and better than ever.
the upper level is the highest point of the city. it is also the nicest, with lush parks and a view of the rest of the city beneath it. this level is also the only part of the city that gets the most sun, the buildings reflecting the light with large mirrored windows, where some of the structures are pure gold to match the golden light of the sun. the upper levels is home to the elite, the upper class who can afford to live in the nicest part of the city, such as halcyon executives, celebrities, politicians--anyone with enough money to belong on this level of the city. also found on the upper level are things such as the hospital, high class restaurants, and the new location for hollywood.
the middle level lies smack dab between the lower and the upper levels. this is where a lot of the city's infrastructure can be found, such as water, power and so on, as well as major medical clinics that aren't quite hospitals and a lot of other industry that hasn't quite yet been moved into automation or over seas just yet. the middle is still devoid of the same natural lighting that the upper levels have, but it isn't quite as rampant with crime in the same way the lower levels are. some parts of the middle levels function as a 'middle class' section, or what is left of a middle class now, with certain parts still at sea level.
the lower levels are dark, the streets illuminated by neon lights and hologram ads, while danger lurks in every corner. down on the lower levels is where you will find the many gangs that make their home in the city, as well as the night clubs, bars, and brothels that line the streets. it is a common thing that those who make their living on the lower levels often will go days without ever seeing the sun.
transportation because of how large the city became after it was rebuilt, the people had to take measure in order to make transportation around the city easier. after building up, a few different methods were added in, such as the metro which allowed a quick, cheap and effective way of moving about each level or, as science evolved, the t-line was created which allows those who can afford it the freedom and ease of teleporting from point A to point B around the city and from one level to the next.
the metro was one of the first things to be considered when rebuilding the city after the great quake of 2070. if one doesn't want to take the hover-taxis or call for an uber (yes, it's still a thing 100 years later), they can take the metro. this is one of the cheaper ways of moving about from level to level, not to mention the fastest only second to teleporting.
teleporting is one of the more recent discoveries in science. it was added in some time after the city was built up, as a more expensive means of traveling in the quickest method the people of LA had to get around the levels of the city. this was put in place by the people of the upper levels, specifically for the people of the upper levels as most who live below the highest level of the city cannot afford it.
taxis were a thing that never really went away, even after society's collapse or after 100 years. as society grew, there was always a need for taxi cab drivers. however, with society's evolution, so to did science and techonology. with the invention of hover-cars, it was only natural to include this with the taxi cabs as well. they're arguably the cheapest method of transportation around the city for those who don't use the metro, can't afford the t-line or who don't have a car of their own.
